The Protection and Rescue Plan for the dam structures of Savske elektrarne Ljubljana (NZR SEL) is prepared in accordance with Article 38 of the Law on Protection Against Natural and Other Disasters (Official Gazette of the Republic of Slovenia, No. 51/06, hereinafter referred to as ZVNDN) and the Regulation on the Content and Preparation of Protection and Rescue Plans (Official Gazette of the Republic of Slovenia, No. 24/12, 78/16, and 26/19). According to Article 3 of the Regulation amending the Regulation on the Content and Preparation of Protection and Rescue Plans (Official Gazette of the Republic of Slovenia, 78/16), protection and rescue plans (NZR) must be prepared by organizations:
- managing facilities that pose a risk of disaster occurrence when it comes to embankments and other water retention or collection structures.
- if they have dam structures taller than 15 meters, regardless of the volume of water retention or storage.
The NZR SEL covers the following water structures:
- Moste dam
- Završnica dam
- Mavčiče dam
- Medvode dam
- Vrhovo dam
The plan is prepared for the case of partial or complete collapse of high-water dams, which would result in uncontrolled water discharge from the accumulation basins or flooding of areas downstream of the dam structures. The causes of collapse can be human factors (operational errors, sabotage) or force majeure (natural disasters). In the event of such a disaster, there could be a risk to people, animals, structures, and other property.
